For portrait, flash. For anything creative with motion, constant.
I just bought this for product photography. I’ve never used continuous light before so it’s a learning experience. It was only $150 on Amazon. Cheap but think.

Constant light is tunable, so I think it is better..
I've used a number of Neewer products over the years and they have all worked well. Their products are cheaper than a lot of other brands, but they're good quality and will last for quite awhile if you take care of them (true of most any brand).
