I thought the shutterspeed took care of the ambient light and not the f-stop?

my sekonic doesnt give percentages. how can i figure out the percentage of flash contribution?
Do you think about the light ratios of the hair and background lights compared to the key light in manual?
Good informative videos but why is the video quality (resolution) so low? 360?????
In one video he says 1/125, f11 ambient and f8 flash is 30% flash contribution, which makes sense. In this video he says for 1/60 f5.6 ambient and f6.3 flash is 30% flash contribution (see 12:00–12:30). Just don't get it, can someone explain please…?

i just got the Sekonic L-758DR meter i live at the beach so i do a lot of sunset photos how would i meter for a sunset and a person i will be using a speed flash
do i meter the sunset then the flash
